Current Events- The Child in Time

1. What's being discussed in this article? The amount of child that are allowed to be born in China and the actual birth percentage. It talks about the governments thoughts on changing the rule to 2 children inside of one. It also talks about a man who secretly had a second child with his wife in hopes of getting a boy.
2. When did the event happen? (Is this breaking news or something that's been analyzed and discussed for a while?) This happened in March of 2010 but this is an event that have been discussed for awhile.The article was written in August so it has been in thought for some time.
3. What questions do you have that would help make this article make more sense to you? What more do you need to learn about to be able to report on this event? I would want to know the governments reasoning behind only letting them have one child and what the fees or punishments people face for having more than one child. I think it would be helpful to know more about the governments issues with this and where they stand on changing it to two child per household.
